It is H&A's understanding that the Government is tasked with improving Sustainable employment opportunities and economic growth. The Government's mandate therefore, is to provide and expand Access to wealth creation and employment opportunities
-
It is further understood that the Government desires to leverage external expertise to conduct and deliver human capital development programmes through 'skill acquisition outlets', employment support service providers and/or centres, etc... throughout Nigeria, to enhance the effectiveness of initiatives such as N-Power, and provide candidates greater access to employment opportunities
As unemployment and underemployment numbers continue to blight our nation, Sustainable solutions are needed to ease the burden and challenges experienced by structured job placement programmes which are unable to cope with the already existing and the rapidly increasing demand for suitable employment opportunities for both our youth, and the population at large.
National Labour Force Statistics
It is our assertion at H&A that every individual who has the requisite qualifications to perform in a specified role and/or career path should know how to access that industry and profession, but unfortunately this is not the case. While focus has traditionally been geared towards educating our youth to perform in the 'working world' less attention has been attributed to teaching them how to actually enter the employed ranks, thus in an effort to mitigate the ill effects we have established the H&A Career Transition Training Programme (CTT).
We have taken a considered approach in developing our CTT programme, designing it to align with and compliment the Sustainable Development Goals (SDGs) and the Strategic Framework and Implementation Plan, in which it is anticipated that successful implementation of the recommended interventions will create nearly 3.5million jobs over three years (2016-2018).
Performing our own research in 2016, consulting Government Ministries and representatives, the National Youth Service Corps (NYSC), as well Youth Corpers to gain a well rounded understanding of market requirements from a wide cross section of key stakeholders. We have since developed the CTT programme around empowering candidates in becoming Proactive and Self-Reliant in pursuit of "Qualification Appropriate" employment at varying stages of their careers, and we’ve ensured that the format remains inclusive for both white collar and blue collar professions, supporting:
-
First time entrants to the job market
-
Experienced candidates who have either become displaced, or, are seeking new and/or advanced opportunities
In March of 2016 the Office of the Vice President, Federal Republic of Nigeria released the 'Strategic Framework and Implementation Plan for Job Creation and Youth Employment in Nigeria' report. In which it laid out the role of the Job Creation Unit (JCU) in coordinating the collaborative effort involving stakeholders from across the public, private and civil sectors, to develop a strategic framework to underpin the country's approach to tackling job creation and youth unemployment over a three year period (2016 - 2018).
5. Coordinated implementation of defined interventions across federal and sub-national governments, driven
by the Job Creation Unit, a coordination hub in the Presidency, resourced by stakeholders from the private,
public and development sectors
3. Defining specific interventions to address skill development issues and talent supply gaps to ensure that
the local labour force can fill available and emerging job positions in the short to medium term
4. Identification of policy and infrastructure enablers required to address structural constraints, to
attain competitiveness across each of the focus sectors in the long term
1. Selection of priority economic sectors as anchor sectors to which policy and programmatic interventions will
be directed to catalyse job creation within and beyond the sectors
2. Identification of specific geographical clusters of focus within each of the defined anchor sectors in order
to leverage existing comparative advantages within the clusters, optimize resource allocation, and ensure
equitable distribution of job creation interventions across Nigeria’s regions
5 Key Thrusts of the Strategic Framework
It is due to these high levels of unemployment and underemployment across Nigeria, in 2016 H&A recognised that transitioning from education to employment was proving difficult for graduates, be it at secondary or post secondary level, thereby emphasising the need to support young and highly skilled achievers in finding "Qualification Appropriate" employment. We subsequently established the H&A Career Transition Training Programme.
